Dear Recruiter,
I have been looking for job as an environmental specialist for the past two years and have come up with nothing; my resume looks good and my telephone interviews go well but after the face to face interviews the companies hires some one else. What am I doing wrong? Your advice will be highly appreciated.

Many jobs are hard to get into for various reasons. You may want to get your foot in the door by finding an organization you want to work at, but taking an entry level job in a different group so you can have an opportunity to prove yourself and get more familiar with the industry. Also, if you feel like your interviews are going well, but you don't get called back, you should ask for feedback about how you could prepare better for future interviews or what you could have answered differently. You won't always get feedback, but it's worth asking.
